After installing Grand Theft Auto IV from steam on Windows 8.1, I got compatibility error about “Windows Live” causing the game won’t start.
To fixed the problem, you need to download the latest version of Windows Live, which has a new name now called “Games for Windows Marketplace Client” (http://www.xbox.com/en-US/live/pc/downloadclient).
After installing the program, I can now play Grand Theft Auto IV with no problem.
